Established in 1981 and incorporated in 1984, the South Bay Literacy Council is a non-profit all-volunteer group working towards improving literacy. Headquartered in Torrance, the organization is an affiliate of California Literacy, Inc. and of ProLiteracy America. SBLC is staffed and operated entirely by volunteers. The council relies solely on private sector donations and receives no government funding. SBLC is committed to providing free tutors to functionally illiterate adults seeking to learn to read, speak, and write English. SBLC conducts training workshops for tutors, and coordinates literacy activities throughout the South Bay area of Los Angeles. SBLC offers both group and individual tutoring in 16 South Bay cities and is the only council with computer learning centers to facilitate learning English. The South Bay Literacy Council offers three programs to its adult students, and provides training for tutors in each of these programs. The Council?s Basic Literacy program is for English-speaking persons who have little or no ability to read and write English. It is based on a video program developed for dyslexic children at the Texas Scottish Rite Hospital (TSRH). It was then adapted to adults and incorporated into our program. There are 160 videos in the program that involve all the senses in the learning experience. The English as a Second Language (ESL) program is geared for persons who are non-native speakers of English. Many of our students understand little or no English, and need to learn to speak English as well as read and write it. Our ESL program is based on a system developed in the 1930?s by Dr. Frank C. Laubach. For 30 years, Laubach taught literacy in more than 300 languages and more than 100 nations. Based on phonetics and word-picture association, the Laubach method has been continually improved over the years. The computer program is for both ESL and Basic Literacy students, and reinforces the English learning of our other programs. Computer tutors are trained to use seven sets of programs, but our main programs are Rosetta Stone to reinforce ESL learning, and Ultimate Phonics to reinforce TSRH learning. The computer centers have Open Sessions for any student who can attend. SBLC operates within 16 South Bay cities extending from Hawthorne on the north through Palos Verdes Peninsula on the south, and from the beach cities east to Long Beach. The Council has office space, a computer center, and two classrooms in Hillside Village at 24586 Hawthorne Blvd., Torrance, CA. Information meetings take place at the Torrance Civic Center Library. Tutor training workshops are held at the Levy Adult School in Torrance or in the Hillside Village Computer Center.
